nearly one lakh CuM (cubic metre). The infrastructure
buildings, roads, drains, CCR, administrative building,
canteen, store, etc., and plant building construction;
everything was to be completed to achieve the ambitious
target of earliest commissioning from the date of
equipment order.
Based on past project experience and assessment of
available construction agencies in the cement sector, it
was decided to split the civil construction work into three
packages. The broad breakup was one major package
of plant buildings for the clinkerisation part, second
for grinding unit civil works, including silos, and third,
consisting of infrastructure construction including roads
and drains, mining area works, load centres, stockpile sheds
with stacker reclaimer foundations, etc. Tender documents
incorporating BOQ and resource requirements were then
prepared for each package separately, keeping in view the
project layout, timeline, and work volume. At the award
stage, it was decided to defer the grinding unit and finally,
the civil works were split into two packages.
Along with the equipment ordering process, the site
construction works award process also started with the
objective of completing the contracting before the EP
package order. The discussions for civil contracting were
held with L&T, Buildmet, HAPB Infra, KEC, and few
others. There were intense debates held with contractors
to complete the civil works in 10 months and complete the
pre-heater civil construction in 7.5 months. Buildmet was
selected and contract awarded to them for the main plant
