transportation and disposal of waste. The Engineering Department maintains transport
vehicles such as tipper trucks, compactors, lorries etc.


The MCH is divided into seven circles (see Figure 3.2) each headed by an Assistant
Medical Officer of Health supported by a staff of sanitary supervisors who in turn are
assisted by the so-called sanitary jawans. The latter manage daily operations by the
conservancy staff consisting of sweepers (both men and women) and drivers In the
mid 1990s it was reported that the MCH had a staff deficiency of over 50 percent. This
problem has meanwhile been partially offset by the involvement of private operators
in SWC. The history of the MCH privatisation policy will be elaborated in chapter 5.


Since 2000 SWC in the city has to abide by the Municipal Solid Wastes Management
and Handling Rules issued by the Ministry of Environment and Forests and made
mandatory by the Central Government. The municipality is responsible for the imple-
mentation of these rules and for any infrastructural development required for
appropriate SWC. It may be sanctioned in case of infractions. These rules and their
