Chapter 2: Literature Review
Introduction
The purpose of this phenomenological study is to understand the development of
emotional intelligence (EI) within effective United States Federal government (hereafter,
“Federal government”) leaders. This study is at the individual level of analysis. As such,
unless noted otherwise, development will be described in the context of individual
leaders. The level of analysis distinction is central to the study’s framework and resultant
methodology. The conceptual framework is shown in Figure 2.1, below:
