made clear that the meaning is even worse than appears at
first sight. Ibn Kathir, a fourteenth-century Muslim expert^272
explained in his Tafsir (the Arabic word for “exegesis”) that
Koran 5:32 is a verse that is only concerned with the
unlawful killing of Muslims :
(it would be as if he killed all mankind)
means, “Whoever kills one soul that Allah has
forbidden killing, is just like he who kills all
mankind”. Sa’id bin Jubayr said, “He who
allows himself to shed the blood of a Muslim,
is like he who allows shedding the blood of
all people. He who forbids shedding the
blood of one Muslim, is like he who forbids
shedding the blood of all people”.^273
This makes it crystal clear: according to the pre-eminent
scholars of Islam, to the extent that there are any
injunctions against killing in the Koran these injunctions
only apply to the death of Muslims. Unbelievers can be
killed at whim, unless they are paying protection money
(Jizya) to the Islamic State to stop arbitrary acts of
violence against them. Within the value framework of
Islam “innocent” people never means the unbelievers.
This verse of the Koran which Western politicians
pretend is universally opposed to killing allows for
Muslims to be killed by Muslims, provided that the Muslim
who is killed is guilty of some offence within Islam. That
