4.3.1.4 Analysis of Projections on DEA-Inefficient 211Us
In 2006–2010, the redundant proportions of T&R Staff and R&D Grants of
DEA-inefficient universities are considerably high across all years, withfive-year
averages of−34.5 and−35.23%. in 2006–2010, the redundant proportion of T&R
Staff of DEA-inefficient 211Us is basically in the downtrend, while that of R&D
Grants has some rise and fall.
In 2006–2010, the redundant proportions of T&R Staff and R&D Grants of
DEA-inefficient 985Us are lower than that of non-985Us. Thefive-year averages of
redundant proportion of T&R Staff of 985Us and non-985Us are−28.91 and
−37.24% respectively, and those of R&D Grants are −29.21 and −38.23%
respectively.
In 2006–2010, the redundant proportion of T&R Staff of DEA-inefficient eastern
211Us is lower than that of central or western 211Us Thefive-year averages of
redundant proportions for DEA-inefficient eastern, central and western 211Us are
−30.34,−40.19 and −39.35% respectively. Inside eastern211Us, the redundant
proportion of DEA-inefficient JUs is much lower than that of HSZUs and OUs, and
thefive-year averages for JUs, HSZU, and OUs are−24.02,−34.68, and−34.45%
respectively. In the same period, the redundant proportion of DEA-inefficient
western 211Us is lower than that of eastern or central 211Us on the indicator of
R&D Grants. Thefive-year averages of redundant proportions for eastern, central
and western 211Us are−35.47,−37.29 and−32.20% respectively. Inside eastern
211Us, the redundant proportion of DEA-inefficient JUs is much higher than that of
HSZUs and OUs, and thefive-year averages for JUs, HSZU, and OUs are−38.14,
−33.76, and−33.88% respectively.
In 2006–2010, thefive-year averages of increasable amounts of Patents, EI
articles, TOPESI articles, and Monographs in DEA-inefficient 211Us are 23.30,
97.08, 1.40, 2.06 respectively, and thefive-year averages of increasable proportion
of SCI articles and CSCD articles in DEA-inefficient 211Us are 55.30 and 14.77%
respectively. Therefore, the DEA-inefficient 211Us have much more rooms in many
outputs, especially publishing more SCI and EI articles. Furthermore, the increa-
sable amounts of Patents and TOPESI articles in DEA-inefficient universities are
generally in the uptrend, while those of SCI articles and CSCD articles are in the
fluctuant trend.
In 2006–2010, the increasable amounts of Patents, EI articles, TOPESI articles,
and Monographs of DEA-inefficient 985Us are higher than those of non-985Us, but
the increasable proportions of SCI articles and CSCD articles of DEA-inefficient
985Us are lower than those of non-985Us. Thefive-year averages of increasable
proportions of Patents, EI articles, Monographs, TOPESI articles of DEA-inefficient
985Us are 38.64, 192.27, 2.09, 2.90 respectively, and those of DEA-inefficient
