higher than HSZUs’or OUs’on the indicator of R&D Grants. By further analyzing
the improving strategies, to DEA-inefficient eastern 211Us, there are much more
rooms to increase outputs of monographs and publications of high-level papers. To
DEA-inefficient central 211Us, there are much more rooms to increase outputs of
patents. To DEA-inefficient western 211Us, there are much more rooms to increase
outputs of SCI articles. Inside eastern 211Us, DEA-inefficient HSZUs and OUs
should pay attention to the publication of monographs, and DEA-inefficient JUs
should pay attention to the publication of high-level research papers.
(2) HSS Disciplines
In 2006–2010, the redundant proportions of DEA-inefficient 211Us on the
indicators of Senior Title and R&D Grants are high across all years, withfive-year
means at−61.22 and−61.30% respectively. In 2006–2010, the redundant pro-
portions of both indicators are in the downtrend. By further analyzing the
improving strategies, to those DEA-inefficient 211Us, there are much more rooms
to increase their outputs, especially the publications of monographs and high-level
research papers.
Comparing 985Us sample with non-985Us sample, the redundant proportions of
DEA-inefficient 985Us are lower than that of non-985Us on the indicators of T&R
Staff and R&D Grants. By further analyzing the improving strategies, those
DEA-inefficient 985Us should pay more attention to the high quality monographs,
while those DEA-inefficient non-985Us should pay more attention to the publica-
tions of high-level research papers in domestic journals.
Comparing 211Us located in different regions, on the indicator of R&D Staff
with Senior Title, the redundant proportion of DEA-inefficient western 211Us is
higher than that of the central 211Us, and that of the central 211Us is slightly higher
than that of the eastern 211Us, or a step-wise increasing trend from east to the west.
Inside eastern 211Us, JUs and HSZUs’redundant proportion is lower than OUs’on
the indicator of R&D Staff with Senior Title. On the indicator of R&D Grants, the
redundant proportion of DEA-inefficient western 211Us is obviously higher than
that of the central or eastern 211Us, and the central 211Us and eastern 211Us are
almost the same. Inside eastern 211Us, JUs and HSZUs’redundant proportion is
lower than OUs’. By further analyzing the improving strategies, DEA-inefficient
eastern 211Us should pay more attention to the publication of SSCI articles,
DEA-inefficient central 211Us should pay more attention to the publication of SSCI
and CSSCI articles, DEA-inefficient western 211Us should pay more attention to
the publication of monographs and SSCI articles. Inside eastern 211Us,
DEA-inefficient HSZUs and OUs should pay more attention to the publication of
SSCI articles, DEA-inefficient JUs should pay more attention to the publication of
monographs and CSSCI articles.
It’s worth to note here, that concerning the strategies for improving research
efficiency in NEAM disciplines or HSS disciplines, all of them are general and
