further favour its interests.
The Russians, by contrast, see them-
selves as the number one casualty of
globalisation. They think that the US-
led order has cheated them. Without
it, they believe, there would have been
a much easier and effective transition
from the old Soviet Union to the new
Russia. So they regard themselves, rightly
or wrongly, as the victims of US global
leadership. A new world order is there-
fore a much more urgent priority for
