August 27: Hungarian Prime Minister Peter Megyessy kicked off a three-day
official visit to China. This was thefirst visit paid to China by a Hungarian
Prime Minister in more than 40 years. August 28: both prime ministers signed a
joint declaration and attended the signing ceremony of six cooperation docu-
ments covering the strengthening of thefight against crimes, the expansion of
educational, tourism and sports exchanges, etc.
September 10: The European Commission passed a strategy paper towards the
development of China-EU relations:A Maturing Partnership—Shared Interests
and Challenges in EU-China Relations.
September 11: Chinese President Hu Jintao held talks with German President
Johannes Rau in Beijing.
September 13: Poul Nielson, The European Commissioner for Development and
Humanitarian Aid, visited China.
September 18: China and the EU held the second round of negotiations con-
cerning China’s participation in the Galileo Project and reached an agreement in
Beijing. September 19: China-Europe GNSS Technology Training and
Cooperation Center was officially established in Beijing.
October 6: Irish President Mary McAleese kicked off a nine-day State visit to
China.

October 13: The Chinese Government issuedChina's Policy Paper on the EU,
which was thefirst policy paper externally issued by China; this paper outlined
China’s policy goals towards the EU and cooperation measures for the nextfive
years. On the same day, a new policy paper towards China submitted by the
European Commission the month before was passed during the EU Foreign
Affairs Ministers’Meeting.
October 20: Thefirst China-UK Strategic Security Dialogue was held in Beijing.
October 28: The 4th high-level consultation on China-EU cooperation in crack-
down on illegal immigration and human trafficking activities was held in Beijing.
October 30: The 6th China-EU Summit was held in Beijing. Chinese President Hu
Jintaomet withthe leader of the EU. Chinaand the EU signedtheChina-EU Galileo
Project Cooperation Agreement,theChina-EU Framework Agreement for the
Establishment of the Industrial Policy Dialogue Mechanism, and theChina-EU
Memorandum of Understanding for Tourism Destination Country Status.
November 27: The 16th China-EU Human Rights Dialogue was held in Beijing.
December 1: German Chancellor Gerhard Schroeder kicked off a four-day
official visit to China.
December 15: The 10th China-EU Judicial Seminar was held in Venice.
