December 5: The European Parliament established thefirst unofficial friendly
parliamentarian group for China—The EU-China Friendship Group.
December 21: China and France initialed theExtradition Treaty between China
and Francein Beijing.

2007

January 17: Chinese Foreign Affairs Minister Li Zhaoxing held talks with visiting
European Commissioner for External Relations Benita Ferrero-Waldner. The two
sides announced the official launch of substantive negotiations concerning the
China-EU partnership agreement. This China-EU partnership agreement would
replace theChina-EU Trade and Economic Cooperation Agreementof 1985 and
become the overall program for the development of China-EU relations.

▲Chinese Commerce Minister Yi Xiaozhun and Benita Ferrero-Waldner signed
threefiscal agreements including the acceleration of China-EU cooperation in
intellectual property protection, the establishment of the China-EU School of
Law, the launching of the China-EU business management training program.

January 31: China and Portugal signed theExtradition Treaty between the
People’s Republic of China and the Republic of Portugalin Beijing.
March 1: China and France signed theAgreement for Cooperation in the Field
of Traditional Chinese Medicine between the Government of the People’s
Republic of China and the Government of the Republic of Francein Beijing.
March 20: China and France officially signed the extradition treaty between the
two countries.
April 8: Chinese Vice-premier Hu Liangyu visited The Netherlands. During this
visit, the two sides signed theJoint Declaration for Agricultural Cooperation
between the Government of China and the Government of the Netherlands.
May 10: The China-EU Negotiation Steering Committee met for thefirst time, in
which the two sides reached important consensuses on the relevant guiding
principle, agreement framework, negotiation structure, mode and issue sequence,
etc. regarding the China-EU partnership and cooperation agreement negotiations.
May 11: Chinaand Poland signed theMemorandum of Understanding for Railway
Transport Cooperation between the Ministry of the Railway of the People’s
Republic of China and the Ministry of Transport of the Republic of Poland.
May 22: The Chairman of China’s NPC Standing Committee, Wu Bangguo,
visited Hungary.
May 24: The Chairman of China’s NPC Standing Committee, Wu Bangguo,
visited Poland.
May 27: The EU-China Friendship Group of the European Parliament paid an
official visit to China.
