The Battle Creek City Commission will hold a public hearing on Tuesday, September 17,
2024, at 7:00 p.m. in the City Commission Chambers, Room 301, City Hall, 10 N. Division
Street to hear public comment on the Consolidated Annual Performance Evaluation Report
(CAPER).
Under the Housing and Community Development Act of 1974, as amended, and the Crans-
ton- Gonzalez National Affordable Housing Act of 1990, the City of Battle Creek is required to
complete a performance report detailing the progress of the Community Development Block
Grant (CDBG) and HOME Investment Partnership programs. The CAPER reports on how the
City of Battle Creek spent CDBG and HOME funds to help low- and moderate-income residents
improve housing and neighborhoods in Program Year (PY) 2023, from July 1, 2023 to June 30,
- This report, called the CAPER, must be available for public comment for at least 15 days.
A draft of PY 2023 CAPER will be available from August 30, 2024 in the City’s Community
Development Division, Room 104 in City Hall from 8:00am-5:00pm for public review and on-
line at Consolidated Annual Performance Evaluation Report | Battle Creek, MI (battlecreekmi.
gov).
Comments on the CDBG or HOME programs, and the CAPER may be made to: Helen Guz-
zo, Community Development Supervisor, City of Battle Creek, Community Development De-
