. Greek Orthodox of Cappadocian origin had made careers in the administration al-
ready during the Tanzimat era. The better-known example is that of Constantinos Adosidis
(1818–1895), who became secretary of the two leading grand viziers of the Tanzimat period, Ali
Pasha and FuɆad Pasha. He even became governor of Crete (1877–1878) and Samos (1873–1874,
1879–1885). Johann Strauss describes him as “the author of the first, long-awaited Ottoman
