withanimalsthanwithfellowhumansoutsidethefamily.
The
economywas
simpleandnearly
self-sufficient,though
articlesfromthecitieswere
highlyprizedandformed thebasis ofanimportant
trade. Social lifewasrudimentary,with fewdivisions ordistinctionsbetweenindi-viduals.Cultureremainedata
popularlevel,formarginalareascouldnot
supportspecialists;theminstrelorfolkartisthadtodevotehis
daysto
providingforhimself.Intellectuallife
beyondtraditionalwisdomhardlyexisted.Political
organizationinmar-ginalareasfollowedpredominantly
triballines,though
notal-ways
(theBalkan
populationlivedinmountainswithout
beingtribal,whileeven
city-dwellersinsub-SaharanAfricaremainedtribal).Onthewhole,institutionsstayedsimple,rarelyinvolvingmore
personsthankneweachother.IbnKhaldtSncallsthesepeoples

them: "TheArabiansandtheZantaaresuchpeoples,
asaresimilar
groups,t0rin-stancetheKurds,Turkomans,
andtheVeiled
S.anhja.’’48The
"governmentareas"includedwhatwasnot
marginal,thepermanently
settledlandswhere
city-dwellersand
farmerslivedmore
closelytogether.Unlikemarginalareas,which
permittedonlysimpleeconomies and
cultures,
governmentareas
sup-ported
morecomplex
formsofhuman
activity;inaword,theyhousedcivilization.With
regardto
politicalorganization,theydevelopedlarge-scalestructures--governments--in
contrasttothetribesin
marginalareas.49Thedistinctionbetweenoutsidersandinsiders
