byaconstitutedpoliticalauthor-itywhichfellshortoftheIslamic ideals. They

nothing,therefore,fromwhichtoturn
inward.Muslimswhowerenotsubjectsdid not relinquish power
because no
governmentexistedtoalienatethem.Theirsmall-scaleandIslamicgroup-
ingsinvolvedthemintheexerciseofpower;

theyconsistentlyruledandfought.
