juridicalproceduresweretooinflexibleforuseina
systemof
justice;
commercialre-strictions(suchas the
prohibitionon
interest)wereabsolutelyuntenable
fortraders;andthe
political-military requirementswere
beyond
thereachof
anymundane
government.No
peoplehaseverlived
longbytheselawsof
Islam--overamillenniumofhistory
makesthis
pointclear
beyonddispute--buteach
peoplethattookits
faith
seriously
hadtodealwiththe
gapbetweenideals and
reality. Itis
my assumption
that Muslimsin
pre-moderntimesdidtake these
idealstoheartandthereforethe
failure to enforce them had
major consequences. Muslims
shareda
disappointmentintheconductof
public
affairs:
illegaltaxes,
non-Islamic
judicialtribunes,
usury,andfailed
political-military
institutions
(onwhich
morein
chapter3)boundthem
together,
forbelieversreactedinsimilar
waysto
thesefactsoflife. Not
thidealsthemselvesbutMuslim
responses
totheirnonimplementationaccountedfortheIslamicateelementinthe
economic,social,
political,
and
militarylifeof
premodernIslam-dom.
Manyattempts
tounderstand
the
historyofMuslimsaswellascurrent
developments
missthis
pointentirelyby
lookingonlyatideals;intheabstract,thesehavelittlevalueforunder-
standingtheroleofIslamin
history.
The
adaptationbyIslamoftraits
particulartotheMiddleEastconstitutesafinal
pattern
ofIslamicate
influence.Althoughnotsanctioned
by
Islam, some Middle
Eastern
patternsbecame
identifiedwith
the
religion
andits
wayoflife;asaresult,
