Job Duties
Manage, supervise, plan, administer, and monitor complex fi nancing pro-
grams and various projects designed to improve or redevelop affordable
housing stock in the city.
Supervise staff, establish and communicate assignments, and monitor
performance.
Provide technical guidance in the area of housing development.
Identify training needs of staff, and initiate appropriate action.
Prepare and monitor program budgets, implementation plans, and program
activities.
Provide underwriting expertise and analysis for housing development
projects.
Coordinate project activities with other city departments and outside organi-
zations, resolving a variety of project management and fi nancial issues.
Develop policies on housing issues, including preservation of low - income
subsidized housing and homelessness issues, and create strategies for
implementation.
Provide analysis and implementation of low - income housing tax credit and
other developer incentives to encourage private investment in affordable
housing projects.
Negotiate redevelopment contract terms and conditions.
Develop, implement, and use a variety of programs and fi nancial mecha-
nisms to assist single - family or multifamily housing development,
stabilization, and development.
Prepare and present reports, including city council reports.
Act as a liaison with city staff, council, the federal Department of Housing
and Urban Development, state agencies, and other organizations regarding
single - family or multifamily housing development.
Make presentations and handle community relations for housing development.


Required Education
Bachelor ’ s degree in public administration, fi nance, urban planning, a related
fi eld or equivalent. A master ’ s degree in public administration, business
administration, or a closely related fi eld is preferred.


Required Experience
Eight years of experience in management related to residential development,
property, and fi nance are required. Professional or managerial experience
