involving complaintsfiled by the EU. Disputes to which China was a party were
only 26 % of those to which the EU was a party.
As from the date of China’s accession to the WTO, there were 71 disputes to which
the EU was a party, among which 31 and 40 disputes involved complaintsfiled by and
against the EU respectively. Disputes to which China was a party were 58 % of those
to which the EU was a party. New WTO cases involving China have accounted for
more than 30 % each year since 2007, more than those involving the EU.
As from October, 2013 when both China and the EU decided to establish the
Comprehensive Strategic Partnership, there were 40 disputes to which China was a
party, among which 10 and 30 disputes involved complaintsfiled by and against
China respectively, while there were 51 disputes to which the EU was a party,
among which 25 and 26 disputes involved complaintsfiled by and against the EU
respectively. Disputes to which China was a party increased to 78 % of those to
which the EU was a party.
As from March, 2006 when the EUfiled thefirst complaint concerning a dispute
against China, there were 39 disputes to which China was a party, among which 10
and 29 disputes involved complaintsfiled by and against China respectively, while
there were 36 disputes to which the EU was a party, among which 17 and 19
disputes involved complaintsfiled by and against the EU respectively. Disputes to
which China was a party slightly exceeded those to which the EU was a party, and
disputes to which the EU was a party were 92 % of those to which China was a
party.
As from July, 2009 when Chinafiled thefirst complaint concerning a dispute
against the EU, there were 21 disputes to which China was a party, among which 7
and 14 disputes involved complaintsfiled by and against China respectively, while
there were 15 disputes to which the EU was a party, among which 6 and 9 disputes
involved complaintsfiled by and against the EU respectively. China fully exceeded
the EU in the total number of disputes to which China and the EU were parties,
regardless of whether the disputes involved complaintsfiled by or against China
and the EU; disputes to which the EU was a party were only 71 % of those to which
China was a party.


6.2.2 Basic Characteristics


6.2.2.1 Characteristics of Cases in Which China Filed Complaints
Against the EU


First, the EU was one of the two largest parties against which Chinafiled com-
plaints. Three and four cases among seven cases in which Chinafiled complaints in
the same period were against the EU and the USA respectively. In fact, 11 cases in
which China hasfiled complaints so far were only against the EU and the USA and
did not involve any third party. In the same period, complaints werefiled against
