The case of то is determined by its role in the main clause. Here, it is
the instrumental тем because it is governed by the verb интересу�ется
which takes the instrumental case. The case of что depends on its role
in the subordinate clause. Here, it is the accusative case что because
it is the direct object of the verb расска�зывает. The declension of что
can be found in the Grammar Summary. The declension of то is also in
the Grammar Summary under the masculine form of тот.
Sometimes то, что translates ‘the fact that’:
Он рассказа�л мне о том, что экологи�ческое положе�ние в
Сиби�ри о�чень серьёзное
‘He told me (about the fact) that the ecological situation in Siberia
is very serious’.Мы привы�кли к тому�, что pе�ки загрязнены�
‘We have grown used to the fact that the rivers are polluted’.It can also translate the English construction preposition + -ing:
