marginalareasol-diers.Thiscomesasnosurprise;they
hadthesamestrengthsasthe
marginal
areasoldierswhohad
originallyconquered
thegovernment
areaandfoundedthedynasty:
hardinessand
goodhealth,martialskillsandinclination.
As
marginalareamen,therecruitshadnot
experienced
government
andsohad
notwith-drawnfromit;andtheir
wayoflife
requiredthattheybe
hardyandmartial.
When
theyjoineda
governmentarmy(or
adminis-tration)theyhadnointerestsoftheirowninthe
kingdom,littlesympathy
forthesubjectpeoples,and
theywerereadilycon-vincedtoassociatethemselveswiththeexistingoutsider
rulingelite.Ina
keypassage,IbnKhaldfinnotesthattherulermustseekoutfreshmarginal
areasoldierswhen
hisownbecomeun-reliable:Ina
dynastyaffected
bysenilityastheresultofluxuryandrest,itsometimeshappensthattherulerchooseshelpersand
partisansfrom
groupsnotrelatedto(therulingdynastybut)usedtotough-ness.Heuses
(thesepeople)asan
armywhichwillbebetterabletosufferthehardshipsof
war,hunger,and
privation.Thiscouldproveacureforthe
senilityofthe
dynasty65While
marginalarea soldiersdominated these recruitedtroops,insiders also
participated(in contrastto the act offounding
a
dynasty,wheninsiderswereusuallyentirelyabsent).
Governmentareasoldiershaddrawbacks(they
wereinclinedtobealienatedand
theylackedthebestmartial
skills)but
theyalsohadtwoadvantages,theirabundanceandlowcost.6nTherulersmadeoccasionaluseofthemas
auxiliaryforces,as
emergencyreinforcements,asacounterbalancetothe
marginalareasol-diers,orevenasasourceofrevenue
(forsometimestheypaidtojoin
thearmedforces).
