Develop Project Charter
Develop Project Charter is the process of developing adocument that formally authorizes the
existenceofaprojectandprovidestheprojectmanagerwiththeauthoritytoapplyorganizational
resourcestoprojectactivities.Thekeybenefitsofthis processarethatitprovidesadirectlink
betweentheprojectandthestrategicobjectivesoftheorganization,createsaformalrecordofthe
project,andshowstheorganizationalcommitmenttotheproject.Thisprocessisperformedonceor
atpredefinedpointsintheproject.
Theprojectcharterestablishesapartnershipbetweentheperformingandrequestingorganizations.
Inthe caseofexternalprojects,aformal contractis typicallythepreferred waytoestablishan
agreement. A project charter may still be used to establish internal agreements within an
