expectation of time, get the resources to do the job. Once we’ve signed up to do that job and we’ve got a

of scientists, lot of engineers, lot of (guys and they get promoted up through the ranks occupation)
because of their technical skills, largely. And what we have found here at (agency name) is that very
few of them have the soft skills that are needed to be good supervisors. And they ... get into a lot of
